WordPress is a open source software, you can design website as your wish, wordpress has lot of template designs for designing. You can learn wordpress from localhost, to learn localhost wordpress first you should download XAMPP from google for your windows version then install the XAMPP in your computer after the installation click the Apache and MYSQL option in XAMPP box. Then download the wordpress from google and install it in your computer. When you click the MYSQL button in XAMPP, it will go to phpmyadmin page then create new database name. You should save the wordpress files in folder. The folder name and database name should be same then you should type localhost URL like http://localhost/wordpress name (already saved wordpress folder name).
